Job Overview
The HR Proposal and Transition Generalist is responsible for managing the day-to-day human resources activities within the Growth & Strategy department, which includes quickly addressing and resolving issues related to the Growth & Strategy department, developing staffing related strategies to fulfill contract proposal requirements, partnering with Sr. HR Business Partners and other HR team members to support the Growth & Strategy department and its mission. The position will manage and solve problems in coordination with Growth & Strategy leadership, offering recommendations and measuring progress through the development of qualitative and quantitative metrics. Must be located in Central Time Zone. Work Model: Remote
Responsibilities
Essential Duties & Job Functions:
- Support strategic business initiatives by partnering with capture managers to determine staffing needs in the proposal development and transition stages of bidding and securing new work.
- Lead proposal activities including, but not limited to, analysis of solicitations from a Human Resources perspective, preparing summaries and developing strategies and recommendations for recruiting talent pre and post contract award. Based on the analysis, with attention to the business risk of the proposed effort, participate in proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted.
- Develop and manage framework for Key Performance Indicators based on KPI plan for proposals.
- Participate in meetings with CGS management and business leaders to gather and define business requirements and work to identify and implement HR solutions.
- Create an accessible and valuable library of reusable materials, templates, and elements of proposals to enhance and facilitate future bids.
- Serve as liaison between Growth & Strategy staff, executives, senior leaders for project updates, proposals, and planning.
- Review, design, and execute improvements to organizational structure, targeting knowledge and skills gaps and developing recommendations to address them.
- Administer sourcing of candidates for the Growth & Strategy department's vacant positions as well as key positions for proposals using various methods, including external job boards, social media, and other recruiting resources.
- Utilizing the ATS, posts requisitions and selects applicants for interview.
- Prescreen candidates to ensure minimum qualifications are met.
- Create interview questions and coordinate interviews.
- Attend panel interviews, as needed, and provide feedback.
- Create position descriptions.
- Assisting corporate Talent Acquisition team when available
- Conducts labor market wage and compensation research and makes recommendations on wage scale adjustments.
- Reviews cost model and calculates firm-fixed price bid rates with actual rates paid.
- Assists Cost Estimator with in developing cost model based on SCA/DBA/CBA contract wage and benefits compliance.
- Reviews RFP and creates job descriptions.
- Initiates employee onboarding (prepares handbook supplements, creates and disseminates all offer letters, duplicates new hire packets, distributes packets, communicates onboarding meetings/benefit information to employees, sets up temporary EE files with offer letters/resumes, responds to employee questions, collects paperwork, assists corporate HR Sr. Business Partner with finalizing paperwork).
- Represents subsidiary at Town Hall Meetings during transition.
- As subcontractor, provides daily reports to prime contractor with recruiting metrics.
- Assists corporate AFSO with security briefings, onboarding forms, and new hire training.
- Personify the Company's core behaviors.
- Promote Shareholder opportunities by recruiting, hiring, and developing qualified Shareholders.
- Perform other related duties assigned.
Job Requirements
Mandatory:
- Bachelor's degree in business or related field from an accredited college or university.
- Five or more years of HR Generalist experience to include position description development, workers comp, FMLA, Benefits, etc.
- Two years of experience in sourcing and recruiting.
- Five or more years of both direct management and supervisory roles, with progressively increasing levels of responsibility.
- Five or more years of demonstrated leadership experience.
- Demonstrated ability to develop organizational strategies for compliance by contributing information, analysis, and recommendations to strategic thinking and direction; establish functional objectives in line with the organization.
- Proven history of self-motivation and professional growth.
- Experience planning and leading initiatives.
- Proven record of strong leadership and management skills.
- Proficient in required computer applications including at a minimum Microsoft Excel, Outlook, Word, and PowerPoint.
- Ability and commitment to travel as required to fulfill the duties of the position.
- Must possess a U.S. Passport for travel.
- Demonstrated ability to offer an appropriate balance of risk-taking and judgment, while being self-confident and decisive.
