The Human Resources Department (County HR) is a team of 60+ employees who provide human resources and risk management services to 32 agencies, departments, and special districts that employ 4,700+ positions. These diverse services include benefits, classification plan management, recruitment and examination, countywide training, employee and labor relations, equal employment opportunity, HR information systems, occupational health and safety, risk management, and workplace violence prevention. Currently, we are recruiting for a monolingual English-speaking position in our Occupational Safety and Health Unit (Safety) and a fluent bilingual English/Spanish-speaking position in our Recruitment & Classification Unit (R&C). However, the employment list generated from this recruitment can be used to fill future HR Technician positions in County HR that support a variety of HR and risk management services.

Both positions' hours are typically Monday through Friday, from 8:00 am to 5:00 pm and work is performed in a business casual office environment. Depending upon the operational needs of County HR, Technicians must be willing to occasionally work off-site assignments such as community events, flu clinics, job fairs, site assessments of County facilities, and/or during emergencies and other critical events. Eligibility for some remote work up to one day per every two-week pay period, or an alternate (9/8/1) schedule with every other Friday off, may be available.

Safety

When you join our Occupational Safety and Health Unit, you will work to support the facilitation and promotion of countywide safety and loss prevention programs for County departments that are compliant with State and Federal Occupational Safety and Health Administration (OSHA) regulations. In support of the Unit's Safety Manager and two Safety Analysts, you will work closely with other HR and health and safety professionals to support various programs and systems including the Driver Pull Notice Program, Department of Transportation (DOT) Clearinghouse, and the County's Claims, Content, Learning, and Safety Data Sheet Management Systems. While working in the lobby, by phone, on video appointments, and/or via the website and email portals, if selected for this position, you would also:
  • Schedule appointments for and announce the arrival of lobby visitors, including County employees, to meet with the appropriate County HR staff
  • Monitor County HR's central email, mail, and voicemail boxes and distribute inquiries to the appropriate points of contact for additional support
  • Evaluate, develop, and implement desk procedures to reduce redundancies in assigned duties
  • Gather, track, reconcile, and report on central safety activities, training program status/statistics, loss data, and corrective actions tracking
  • Assist in the negotiation and administration of occupational health and safety contracts
  • Receive and verify of vendor invoices, process invoices for signature, and coordinate payments
  • Provide written and verbal occupational health and safety information and reception support to the public and all levels of employees
  • Support HR's ergonomics activities and Lending Library, create minutes for meetings, and coordinate events and training

R&C

When you join our Recruitment & Classification Unit, you will work alongside a team of four Technicians, seven Analysts, two Principal Analysts, and the R&C Manager to support various recruitment and selection activities, including answering questions about how career movement (hiring, promoting, transferring, etc.) is possible within the County's guidelines, policies, and rules. While working in person, by phone, on video appointments, and/or via the website and email portals, if selected for this position you would also:

  • Administer and proctor monolingual English and bilingual English/Spanish examination processes including written exams
  • Prepare and translate materials for recruitment and examination processes, job fairs, and other community events
  • Provide guidance to employees, departments, and the public and effectively communicate technical information
  • Conduct research, summarize information, and present findings in a variety of formats to various audiences
  • Track, reconcile transactions, and report on advertising, examination, job fair, and/or training program activities and statistics
  • Evaluate, develop, and implement desk procedures to reduce redundancies in assigned duties
  • Apply your experience working effectively with Excel, Word, Outlook, Canva, and/or social media platforms in a professional setting
  • Work with HR software and online information systems including HRIS and the applicant tracking system NeoGov

*Salary is negotiable within the established range. Benefits described herein do not represent a contract and may be changed without notice. Bilingual positions require English and Spanish skills at either the basic (conversational) or fluent (reading, writing, and conversational) level. Applicants who wish to be considered for a bilingual position must indicate their level of skill in the required supplemental questionnaire. Bilingual premium pay is $1.50/hour for fluent and $1.15/hour for basic. An examination will be conducted prior to employment in a bilingual position to confirm the level of skill in this area.

Minimum Qualifications

Experience and Education: Any combination of education, training, and experience which would likely provide the required knowledge and abilities listed. Normally, academic coursework in human resources administration, public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses and one year of full-time experience performing varied and complex clerical work, related to human resources, including explaining policies to the general public and/or internal customers.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position. The position(s) advertised in this announcement do not require possession of a valid California Driver's License.


Knowledge, Skills, and Abilities

Knowledge of: basic human resources principles and procedures; personnel and payroll records and documentation; arithmetic (addition, subtraction, multiplication, division, decimals, percentages, fractions), administrative techniques and principles of organization; techniques and practices of research methodology, data collection, and preliminary analysis; report writing; application and use of basic statistics; interview techniques sufficient to obtain information related to employment; written and oral communications, including language mechanics, syntax and English composition; modern office methods and procedures; database, spreadsheet, word processing applications, and presentation software, including basic methods of graphic presentations.
