*Restricted to current City of Minneapolis employees in the Health Department* The City of Minneapolis Health Department is seeking a Public Health Specialist II to aid in implementation of the Green Careers Exploration Program tasks and deliverables, as well as assist in the department's efforts in addressing knowledge and behavioral development, practices, processes, and policies to deliver effective community health services and outcomes. The Green Careers Exploration Program (GCEP) was created by the Minneapolis Health Department to meet the needs of the emerging green industry, while prioritizing access for our historically underserved communities. The Public Health Specialist II will assist in the development and management of the Green Career Exploration Program. The candidate will aid in management of reporting and deliverables on program outcomes and budget, promote the GCEP, recruit participants and collaborate with department staff to develop deeper opportunities and partnerships. This includes planning and implementation of projects, working with community agencies and other partners, and assisting with general administration of the program. The Public Health Specialist II will also aid implementation of the City and Health department's advancement efforts to addressing historical impacts on community's current needs and barriers to receiving and achieving better health outcomes. They will support health initiatives to help frame a community-needs and impact approach on departmental programming and strategic planning efforts, assist in interdepartmental and cross-departmental cultural agility initiatives, and work collaboratively with external partners and stakeholders to address the social and structural determinants of health. Job Duties and Responsibilities

- Assist GCEP staff with program planning and development of procedures.
- Maintain and update information about budget, programs priorities, contracts, and more on SharePoint, Smartsheet, IRIS and other systems.
- Assist team in developing contracts with community partners and coordinate the development of contracts for service with community partners.
- Be point of contact for the City's procurement team and the Department's contract team.
- Review, edit and approve contract documents prior to release.
- Assist contract management staff with the development of scopes of work, budgets, etc.
- Assist community partners with navigation of city systems.
- Maintain records of project activities and enter and review data quality.
- Assist GCEP staff in evaluation of project effectiveness.
- Perform administrative tasks such as formatting protocols, procedures guidelines, preparing agendas, assisting with preparation of project reports and budget reports, etc.
- Participate in public health emergency preparedness training and response as assigned.
- Assist the department in developing, communicating and implementing department and community focused project plans related to eliminating racial health disparities.
- Research and analyze health access and opportunity issues referred for study by department staff, City Council, Public Health Advisory Committee, Board of Health, other City Departments, and external sources, identifying gaps in services, and make recommendation including best practices, and advice aimed at improving health care.
- Collaborate with others to design data analysis plans and conduct statistical analysis using computer technology and other tools to facilitate work.
- Plan, coordinate and implement projects for health initiatives that improve health and reduce risks to Minneapolis residents stemming from systematic barriers and historical impacts.
- Participate in the development of priorities for projects, studies and work teams to address specific health needs for most at risks communities.
- Assist in the preparation request for proposals for specific health initiatives to assist communities.
- Facilitate multi-disciplinary teams or community based teams in addressing community health initiatives through cultural responsiveness, including relationship maintenance.* Plan and coordinate community based events and programs, ordering food, arranging speakers,
- Negotiate, monitor and manage contractual services and budgets, do site visits, and provide technical training and assistance to contractors to ensure compliance with statistical programmatic and financial reporting requirements.
- Assist communities to implement community health initiatives to addressing historical impacts and barriers for community to achieve better health outcomes.
- Participate in Public Health Emergency Preparedness planning, training and response as needed and assigned.
WORKING CONDITIONS: Combination of office and Field work.

Required Qualifications

Minimum Qualifications Bachelor's Degree in Public Health, Human Services, Bio-Statistics, Psychology, Social Services, Health Care, Sociology, Biology, Environmental Studies, Environmental Science, Environmental Justice or a closely related field or equivalent. Minimum Experience Two years of relevant experience.
Equivalency
An equivalent combination of education and highly related experience in a similar environment may be considered.
Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA). Eligible List The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.
