Job Description:

  • Under general supervision in a state department or agency, leads a group of auditors conducting audits of financial transactions and records of private corporations, state, and local government, or local school districts, or independently conducts the more complex field or office audits or accounting work; does other related work.

Role & Responsibilities:

  • Conducts or leads a group of auditors conducting field or internal audits, inspections, or investigations of state agencies, institutions, private corporations, and those financial transactions and records under jurisdiction or regulation of the State of New Jersey.
  • Conducts audits, conferences, and interviews to determine compliance with regulations and accuracy of financial transactions.
  • Prepares reports and correspondence; provides corrective action.
  • Participates in formal or informal conferences or hearings with staff, attorneys, and representatives of public or private organizations.
  • Plans and organizes audit procedures.
  • Audits or leads a team in the audit of revenues, payroll records, invoices, and other financial documents and prepares audit reports.
  • Conducts and takes the lead in financial and/or operational audits, internal control reviews, and program evaluations.
  • Conducts fiscal monitoring; evaluates eligibility for federal or state reimbursement award of contracts, or for compliance with federal, state, and local regulations of those programs under department's jurisdiction.
  • Operates within the organization's electronic data processing system to verify accuracy and integrity of accounting records.
  • Provides guidance and instruction to Auditors.
  • May conduct or participate in audits for other agencies when department records are involved.
  • Determines appropriate auditing procedures. Maintains records and files.
  • May serve subpoenas or provide recommendations on the securing of needed records.
  • Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.



Required Experience:

  • Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
  • Six (6) years of professional accounting or auditing experience, including or supplemented by twenty-one (21) semester hour credits in accounting subjects.
  • Possession of a Bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in accounting subjects; and two (2) years of the above-mentioned professional experience.
  • Possession of a valid certificate as a CPA issued by the NJ Board of Accountancy; and two (2) years of the above-mentioned professional experience. NOTE: "Professional experience " refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. LICENSE:
  • Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.


Required Knowledge:

  • Knowledge of accounting and auditing principles.
  • Knowledge of records and procedures used to keep accounts of financial transactions.
  • Knowledge of the various types of financial documents.
  • Knowledge of the techniques used to disclose discrepancies in financial records.
  • Ability to analyze financial data.
  • Ability to determine and apply prescribed auditing and accounting procedures.
  • Ability to provide guidance and instruction to staff.
  • Ability to audit various financial documents.
  • Ability to collect data to prepare reports.
  • Ability to verify the accuracy of financial records.
  • Ability to establish and maintain cooperative working relationships with others interested in or involved with the work of the unit.
  • Ability to prepare reports and correspondence.
  • Ability to read and interpret laws, rules and regulations and apply them to specific situations.
  • Ability to maintain records and files.
  • Ability to perform mathematic computations and compilations and to use common office calculating equipment.
