Job Title: Water Conservation Specialist

Location: San Jose, CA, 95118

Duration: Part Time/20 hours per week

Job Description:

  • This is the entry level class in the series. Employees have only limited or no directly related work experience. This class is distinguished from the Water Conservation Specialist II by performing the more routine tasks and duties assigned to positions within the series under immediate supervision while learning to perform the full range of responsibilities as assigned. Advancement to Water Conservation Specialist II is based on demonstrated proficiency in performing the assigned functions, and is at management's discretion.


Role & Responsibilities::

  • The duties specified below are representative of the nature and level of duties assigned to this class and are not intended to be an inclusive list. Management reserves the right to add, modify, change, or rescind the work assignments of different positions :
  • Research, evaluate, and design new water conservation and demand management programs; develop and implement program work plans; recommend and administer program budgets; assist with long-term water supply planning efforts; prepare reports and analyses on program operations and evaluation; lead temporary employees and/or and student interns to implement and evaluate programs.
  • Conduct studies including scientific research, data analyses involving environmental, financial, socioeconomic, feasibility studies, cost benefits, and assess water yields of various water supply scenarios to assist water supply planning.
  • Analyze and provide recommendations for water resources related policies, legislation, and ordinances, utilizing policy research and participating in committees and community outreach.
  • Develop and execute program marketing plans including evaluation of effectiveness of marketing strategies, reviewing, proposing, and developing program literature and outreach materials.
  • Coordinate program administration with local and state agencies; monitor and evaluate developments in water conservation and demand management technologies and techniques.
  • Represent the District on various committees, and organizations; plan, coordinate, and staff special events, workshops, and professional seminars; speak to community and other groups such as professional industries, HOAs, and non-profit organizations.
  • Prepare request for proposals, negotiate contracts including vendor selection, and administer contractor agreement.
  • Maintain awareness of new developments in the field of water conservation and demand management; incorporate new developments as appropriate into programs.
  • Research and evaluate potential alternate sources of supply such as rain water, graywater, storm water, or other nonpotable sources and make recommendations on new program implementation.
  • Assist in development, implementation, and maintenance of databases for program tracking and analysis.
  • Present to the Board of Directors and board committees; respond to Board of Directors requests and correspondence; assist with development of board agenda items.
  • Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work.
  • Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them by their supervisors or by law.
  • Perform related duties and responsibilities as required.


Required Qualification:

  • Principles and practices applied to the planning and management of a variety water supplies and sources.
  • Common desktop applications and software as well as specialized software related to the work.
  • Methods and techniques of public speaking.
  • Learn methods of preparing and disseminating information and outreach/marketing materials.
  • Learn principles and practices of contract and budget administration.
  • Learn principles and practices applied to the planning and management of a variety water supplies and sources.
  • Learn methods and techniques of water conservation and demand management.
  • Learn principles and practices of program development and administration.
  • Learn to apply the Model Water Efficient Landscape Ordinance, California Plumbing Code, Storm Water Permit Requirements, and state water-related executive orders.
  • Learn to adhere to District policies and procedures.
  • Learn to coordinate programs effectively with public and private agencies and stakeholders.
  • Learn to develop, implement, and continuously optimize all aspects of water conservation and demand management programs.
  • Learn to manage and maintain databases.


Training:

  • Equivalent to a Bachelor's degree from an accredited college or university with.
  • major course work in environmental studies, physical or biological sciences, horticulture, public administration, or a related field.


Required Experience:

  • One (1) year administering or implementing water conservation and/or demand management programs
  • Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
