Responsibilities

Project Overview:

The Health Resources and Services Administration (HRSA) is a vital agency within the U.S. Department of Health and Human Services, focusing on improving access to healthcare for underserved and vulnerable populations. At REI Systems, we partner with HRSA to design and implement innovative, low-code solutions that enhance operational efficiency, streamline processes, and optimize technology utilization. Our work includes cloud adoption, application modernization, and leveraging Agile and DevSecOps practices to deliver scalable and secure systems. The goal is to ensure HRSA can effectively deliver on its mission to improve health equity and access nationwide.

Position Overview:

The Senior Technical Project Manager will play a critical role in leading and managing high-impact technical projects for the HRSA program at REI Systems. This position requires a seasoned professional with a deep understanding of project management methodologies, Agile principles, and technical implementation.

    Is the owner of customer-facing project delivery for IT solutions.
  • Works with and through both functional and technical project team members to deliver solutions in an agile manner.
  • Effectively plans, coordinates, executes, monitors, and manages work requests and related tasks utilizing strong and pervasive project management expertise for IT projects and IT management.
  • Understands project requirements from both a business and a technical standpoint and serves as the liaison between business users and the project team.
  • Demonstrates leadership skills to manage project resources and cultivate strong customer relationships.
  • Manages contractual, financial, and personnel related issues associated with project delivery.
  • Performs project resource management and capacity planning to make optimal use of resources.
  • Regularly monitors and measures project performance.
  • Develops strategies for contingency planning and risk mitigation; identifies and solves project issues effectively.
  • Supports proposal development, new customer demos, and other pre-sales activities as needed.


Qualifications

  • At least 10 years related work experience with the following qualifications:
  • Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
  • Demonstrated ability to plan and lead major technology assignments.
  • Experience evaluating performance results and recommending major changes affecting short-term project growth and success.
  • Demonstrated experience in managing in a continuous integration and DevOps environment.
  • Functions as a technical expert across multiple project efforts with the ability to communicate complex technical aspects to Government Leadership.
  • Project Management experience in planning, estimating, resourcing, executing, monitoring, and managing information technology projects, preferably in technical areas such as:
  • Business value driven requirement gathering
  • Agile software application development and modernization
  • Demonstrated ability to plan, manage, execute, and monitor projects requiring compliance with:
  • Software Project management frameworks and systems engineering lifecycles
  • Proven experience managing technical projects using methodologies such as Agile, Scrum, or SAFe.
  • Task level cost and schedule estimation, tracking, reporting, and management
  • Demonstrated and validated ability to address corrective actions and to follow proper escalation protocols and procedures with technical monitors, COR, the IT organization and with the project sponsors
  • Strong leadership skills to define requirements for project risks
  • Excellent organizational, presentation, and customer service skills
  • Excellent written and oral communication skills
  • Experience with Jira and Confluence
  • Previous Experience managing modernization projects for the Federal Government
  • Strong background in .NET development, Azure services, and cloud architectures and guide technical decision-making for technical projects.
  • Familiarity with DevOps practices, CI/CD pipelines, and infrastructure as code & ensure adherence to best practices in software development, cloud architecture, and DevOps.
  • Understanding and ensuring that all websites, applications, documents, and other content deliverables meet Section 508 accessibility standards and requirements
  • Experience in designing, developing, and supervising the implementation and operation of automated application testing, and deployment pipelines in Cloud and on-premises applications

Desired Skills

  • Domain knowledge and understanding of healthcare standards, terminologies like FHIR.
  • Demonstrated capabilities in IT research and emerging technologies like AI, NLP and Microservices

Educational & Certifications Qualifications:

BS in Engineering, Computer Science, Information Systems or equivalent

PMP and Certifications in Agile Project Management or equivalent, e.g. PMI Agile Certified Practitioner, Certified Scrum Professional.

Clearance: Eligible to obtain a public trust clearance.

Location: Hybrid (One day per week or as needed in the REI Sterling Office)
