The Director of Emergency & Security Services is responsible for the oversight and implementation of all five phases (prevention, preparedness, mitigation, response & recovery) of emergency management, access control, and security coordination for the CU Denver campus. The range of tasks covers vendor management with our Allied Security team, training and coordination for campus awareness, guidance and consultation for campus and community event coordination, commencement safety activities, Continuity of Operations planning, preparation of institutional plans and reports, RAVE campus alerts and other communications such as website updates, fire and life safety audits, facilitation of the Emergency Operations Committee, and oversight of the access control systems for the CU Denver facilities. The incumbent is the primary emergency and security expert for the CU Denver campus.

What you will do:




  • Outreach and partnership with campus leaders on development and maintenance of emergency management awareness and continuity of operations plans



  • Develop building-specific liaison networks, communications and emergency plans



  • Facilitate the Emergency Operations Committee (and physical location EOC) and incident command structure (ICS) for campus operations, when needed.



  • Prepare campus training curricula and delivery for campus-wide and targeted training, including table-top exercises and executive readiness.



  • Serve as point of contact for campus events and associated preparedness planning, including security needs assessment and associated Emergency Action Plans.



  • Ensure campus preparedness cabinets, kits, and materials remain current and accessible.



  • Partner with University Communications and OIT on website updates, Rave Alerts platform and messaging, distribution lists, message templates, and access control to sensitive sites.



  • Coordinate fire and life safety activities, including fire evacuation drills and equipment testing.



  • Respond, as appropriate, to campus protests or demonstrations, to safeguard personnel and property in CU Denver facilities.


  • Establish and maintain effective relationships with Anschutz and AHEC partners and participate in CU system-wide liaison events.

  • Update the Comprehensive Emergency Management Plan (CEMP) using a collaborative process which involves both external stakeholders and adequate shared governance input.



  • Anticipate and prepare for Commencement ceremony emergencies or disruption, including the security briefing for ceremony volunteers and platform party attendees.



  • Serve as a back-up for the Weather monitoring calls.



  • Propose CU Denver building badge access protocols, in conjunction with AHEC badging office at start of each semester, considering student access to classes, faculty and staff preparation, and a welcoming atmosphere for guests.



  • Serve as a liaison between CU Denver and relevant local agencies.



  • Use expert judgement to develop plans and recommendations intended to mitigate potential natural or human-caused threats.



  • Apply knowledge of financial reporting and grant writing to acquire necessary software, hardware, services, and equipment; track and reimburse under emergency accounting requirements, and manage unit budget.



  • Manage the relationship with Allied Security or similar vendor, and supervise the access control team for CU Denver.



  • Other duties as assigned.




Qualifications you already possess (Minimum Qualifications)




  • A bachelor's degree in public administration, business, emergency management, homeland security, criminal justice, political science, military science, city/regional planning, business, engineering, or a directly related field from an accredited institution.



  • Six (6) years of professional experience in an emergency management, homeland security operations, first responder, terrorism/counterterrorism, critical incident management, and/or public safety position.




A combination of education and related technical/paraprofessional/military service experience may be substituted for the bachelor's degree on a year for year basis

Preferred Qualifications to possess (Preferred Qualifications)




  • Certification from the Colorado Emergency Management Association or similar association.



  • State and/or local Emergency Management experience that has resulted in strong working relationships with local agencies.




Knowledge, Skills, and Abilities




  • Expert knowledge of prevention, preparedness, mitigation, response, and recovery principles and emergency planning techniques.



  • Advanced knowledge in developing site-specific emergency and continuity of operations plans.



  • Proficient knowledge of budget and financial management, financial reporting for federal and state emergency events, and grant writing to supplement base budgets.



  • Knowledge of security systems and strategies that mitigate risk to persons and property.



  • Knowledge of fire and life safety requirements and monitoring plans.



  • Excellent strategic and tactical planning skills.



  • Excellent oral and written communication skills,



  • Excellent interpersonal skills at a level required to establish and maintain effective working relationships with a broad spectrum of audiences from various backgrounds. These may include employees, executive leadership, Federal, State, and local officials, system and Auraria emergency managers, and the general public.



  • Responsive customer service skills, coupled with a strong desire to be helpful.



  • Comprehensive analytical, problem-solving, and decision-making skills that drive action in stressful situations.



  • Planning and organizing skills to a level that results in a proven record of accomplishment based on project management expertise.



  • Ability to remain flexible and adapt quickly to changes in roles, responsibilities, priorities, and projects, including multi-tasking when necessary.



  • Ability to influence and lead immediate and indirect reports, constituencies, and stakeholders.



  • Ability to assess workforce needs; design and deliver appropriate presentations and training to the higher education community.




Conditions of Employment




  • Occasional work during the evening and/or weekends may be required.



  • This position requires an onsite presence on campus 5 days a week during the first year.


  • Once sufficient relationships and knowledge have been established, working from the office is encouraged when working on tasks that require a high degree of collaboration and on-site presence, with a minimum expectation of 3-4 days in the office.

Compensation and Benefits

The salary range for this position has been established at $120,000 - $128,000.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
