Summary: Identifies contract worthy projects in partnership with Maintenance & Construction and Transmission & Distribution and provides consultation to Engineering on the feasibility of construction projects. Partners with Project Management and Engineering to provide advice and direction at the construction project site regarding equipment access, labor type, schedule, travel, environment and other details. Collaborates with Contract Specialists to facilitate the creation of outsourced contracts. Serves as a consultant throughout the life cycle of the construction project. Work area expands across all regions of PG&E service territory. Works with other utilities and private businesses when necessary.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

  • Minimum Base Salary (Bay Area) $102,000.00
  • Mid Base Salary (Bay Area) $127,000.00
  • Maximum Base Salary (Bay Area) $152,000.00
  • Minimum Base Salary (California) $97,000.00
  • Mid Base Salary (California) $121,000.00
  • Maximum Base Salary (California) $144,000.00

Responsibilities
* Attends T-Line & Substation Resource meetings.
* Participates in project meetings/ calls for ongoing construction coordination, development/ sequencing, Constructability Review & Design.
* Identifies all contract needs with stakeholders .
* Facilitates and documents contract strategy meeting with Project Team to decide on approach to price, delivery and award. Note: for projects over $1M, Sourcing will record project documents in company system.
* Identify, request, obtain and track contract and scoping dependencies; conducts check-in meetings with the Project Team.
* Identifies contract risk and develops mitigation plans with PM's as needed, which may be incorporated into the Contract Management Performance Plan (CMPP).
* Provides input into supplier selection.
* Provides estimated cost data to internal Cost Validation team.
* Regularly provides information to align contract-demand forecast.
* Consults with Contract Specialist for Vendor selection for Direct Assignment and QuickBid. For Competitive Bid, participates in bid evaluation and selection through Category Lead or Sourcing Specialist.
* Develops Schedule of Values based on price sheet, work plan, design criteria and other inputs.
* Translates LOB-provided work plan/ design into contract specific conditions.
* Prepares and uploads bid documents into company system (Power Advocate, ProjectWise, etc.). Creates Power Advocate and ProjectWise Bid Event (except for Competitive Bid).
* Conducts site visit/ bid walk as necessary. Translates construction work plan into site-specific job walk and highlights risks.
* Prepares substation PSSP risk assessment.
* Reviews proposal documents from vendors, and supplies input on proposal cost analysis and alignment with commercial scope.
* Manages Bid Q&A.
* Develops commercial scope with input from various stakeholders including PM, Land & Environmental, Construction Management, GC, Engineering, etc.
* Reviews Date, Scope and Value of requested contracts to ensure that they are still valid and creates a contract strategy for each contract.
* Requests and secures CM Supervisor

Qualifications
Minimum:
* High School or GED
* Minimum 5 (five) years of experience in electric utility construction, utility construction management or related field.

Desired:
* Knowledge of multiple work types: transmission, distribution, substation, and civil construction
* Efficient with software used by Contract Management, currently excel, google earth, tableau, word, outlook, GIS, TIL, SAP, P6, Bentley Projectwise, MS Projects, Viseo, Powerpoint, Acess, onedrive, and Teams/Webex Public
* Knowledge of construction and maintenance terminology, processes, and procedures
* Knowledge of relevant federal, state, and local regulations and laws - for example FERC, NERC, CAISO, CPUC
* Ability to apply project management theories, concepts, methods, best practices, and techniques
* Knowledge of civil/electrical engineering theories, concepts, methods, best practices, and techniques
* Competency in relating openly and comfortably with diverse groups of people
* Competency in building partnerships and working collaboratively with others to meet shared objectives
