This position will work a hybrid schedule which includes a combination of working both onsite at Campus in the Biomedical Sciences building and remote.

DESCRIPTION

UC San Diego Health Sciences is a Vice Chancellor area within the University of California San Diego (UCSD). The Health Sciences academic enterprise is comprised of the School of Medicine, Skaggs School of Pharmacy and Pharmaceutical Sciences, and the Herbert Wertheim School of Public Health. These three professional schools, with a combined operating budget of $2 billion, are responsible for fulfilling the teaching, research and clinical missions of UCSD.

The Vice Chancellor Health Sciences (VCHS) Academic Affairs & Academic Compensation Office provides oversight and assistance for academic appointments and advancement, faculty compensation, and interpretation of UC policies. More specifically, the Office is charged with the implementation of academic personnel policies for the UC system and UCSD, including the review and approval of academic recruitment, appointment, merits and promotion actions. The team provides advice and counsel of academic actions and policies, and is the primary liaison with core central offices on behalf of Health Sciences for academic affairs actions. The Faculty Compensation team is responsible for oversight, education, maintenance and administration of the Health Sciences Faculty Compensation Plan (HSCP), as well as provides expert advice and policy interpretation in the areas of outside professional activities, audit & compliance of salary implementation, and the review and approval of Academic Programmatic Units (APUs). The office is committed to delivering expert, objective guidance to Health Sciences faculty, departments and schools in the advancement and retention of UC San Diego academic appointees.

Under the general direction of the HS Academic Compensation Director, the analyst will provide timely, accurate and expert advice on payroll, compensation, and timekeeping issues. The analyst will create and document payroll and compensation audits to ensure activities processed by the Academic Resource Center align to policy and system requirements (UCPath, Z-payment module, ServiceNow, timekeeping tool, etc.). This will require the analyst to develop timelines, manage workflow, and deadlines to ensure the accurate implementation of salary, appointment, visa, job code, compensation, etc. In addition, the analyst will perform complex ad hoc reporting and conduct audit, analysis, and resolution of the faculty, academic, MSP staff physician and clinical trainee payroll and timekeeping actions for the organization, and is expected to use existing resources to streamline and consolidate the process where possible, or create new resources and processes if needed, and in light of enterprise-level initiatives impacting our operations

The analyst will serve on UCPath system initiatives, using internal operational knowledge to forecast impact of changes to current operations. Will work closely with leaders in the Academic Resource Center and VCHS to prepare for changes, including operational redesign and system mitigation. Analyst will provide leadership with impact analysis, mitigation plan and keep all informed of potential impact to clients.

The analyst will perform analysis for special assignments, including but not limited to, faculty compensation impact, UCPath errors + response rate, over/under payment prevalence, and fund entry errors resulting in default funding.

Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.

MINIMUM QUALIFICATIONS
  • Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training.

  • Knowledge of common organization- or research-specific and other computer application programs.

  • Strong communication and interpersonal skills to communicate effectively, both verbally and in writing.

  • Ability to use discretion and maintain all confidentiality.

  • Analytical / problem-solving skills. Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses. Proven leadership skills with the ability to act independently and exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher level consultation and/or group collaboration.

  • Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses. Data management experience (ServiceNow, Excel, etc.). Must rapidly and accurately manage multiple databases. Ability to comprehend, process, and manipulate large amounts of data using Excel and database software to generate data reports for reporting purposes and audits.

  • Ability to multi-task with demanding timeframes. Ability to meet deadlines.

  • Strong policy analysis techniques. Thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Demonstrated thorough knowledge and experience with the Health Sciences Compensation Plan, UC, School of Medicine/Pharmacy/Public Health, and UCSD Medical Center policies, procedures, and organizational structure and how they relate to academic salary functions preferred. Knowledge of academic benefits policies and procedures.

  • Project management skills. Demonstrated ability to develop objectives and set priorities among competing demands, and to redirect effort when priorities change unexpectedly. Ability to work effective independently and in a team.

  • Must be willing to work after hours/weekends to meet deadlines and/or participate on UCPath projects, including user acceptance testing (UAT), smoke tests and mass implementations (salary scale changes, contract implementations, etc.)

Pay Transparency Act

Annual Full Pay Range: $69,500 - $123,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $33.29 - $59.15

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
