Job Summary

The Division of Prevention Science (DPS) Finance Manager reports to the Division Manager and is responsible for direct supervision and training of the DPS Finance team composed of 2 Research Finance Analysts (RFAs) and 1 Financial Services Analyst. The Manager will serve as the first point of contact for the DPS RFAs seeking guidance on policies and complex grant issues and will lead monthly Research Administration Finance Team (RAFT) meetings to communicate policy updates and upcoming deadlines, review the overdraft report and the completion status of other compliance monthly reports, and discuss issues shared by the finance team. A subject matter expert in the functional area of research administration, the Finance Manager will use their expertise to develop/update training materials and policy documents and disseminate these to the finance team and/or the larger division as needed. The Manager is responsible for backfilling the finance team positions in case of extended leaves or RFA departures, including reallocation of RFA portfolios, and recruitment and training for any new or temporary RFAs.

The Manager is responsible for the day-to-day operational tasks of reviewing and approving transactions submitted by the finance team, including MyExpense, UCPath, journals, P-card, petty cash, Bearbuy, etc, and ensuring monthly completion of mandatory compliance reports (GLV, Award Verification, Budget Status Reports, etc), applying their advanced knowledge in federal and institutional finance and research administration policies to ensure divisional compliance to established practices and internal controls.

The Manager is also responsible for providing direct research administration support to faculty, managing their own portfolio of grants like an RFA. This role will not take up more than 50% of their time. Financial transactions submitted by the Finance Manager will be reviewed and approved by the Division Manager.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $108,800 - $163,200 (Annual Rate).

Department Description

The Division of Prevention Science is a leading force in prevention research innovation. We conduct transformative research, bridging communities and overcoming health inequities through high-impact prevention. The division was established within the Department of Medicine in 1991 and is the administrative home of the Center for AIDS Prevention Studies (CAPS), and the Prevention Research Center (PRC). The division is committed to advancing knowledge in prevention and has extensive expertise in social and behavioral research applied to prevention science and the development of effective prevention interventions across several disease domains. The research focus is risk behavior and reduction; epidemiology of the virus; evaluation of HIV testing procedures, demographic variables and sexual self-identification; and training for providers who care for HIV AIDS patients. While much of the work in DPS has traditionally focused on HIV/AIDS, many investigators are doing important work in other fields including cardiovascular disease, cancer, mental health, and substance abuse. The Division is composed of approximately 35 academics (faculty, fellows and specialists) and 45 non-academic staff who come from a variety of social, behavioral and policy science academic disciplines, including psychology, sociology, anthropology, epidemiology, history, political science, economics, demography, nursing, pharmacy and statistics.

The Division is home to three federally funded research centers that provide valuable infrastructure support: 1) The Center for AIDS Prevention Studies, funded by the National Institute of Mental Health; 2) The UCSF Prevention Research Center, funded by the Centers for Disease Control and Prevention; 3) three evaluation centers funded by the Health Resources and Services Administration; and 4) a newly-funded research coordinating center to reduce disparities in multiple chronic diseases, funded by the National Institute on Minority Health and Health Disparities. The Division is also home to the Center of Excellence for Transgender Health and over 100 active sponsored research projects.

Required Qualifications


  • Bachelor's degree in business administration, finance, accounting, public administration or related area and / or equivalent experience / training.
  • At least 5 year's experience in research administration.
  • 3 or more years of supervisory experience.
  • Previous experience training staff in the areas of pre and post award.
  • Thorough knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements.
  • Thorough knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policies, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
  • Ability to manage high volume and complex transactions.
  • Ability to perform highly complex financial analysis and customized reporting.
  • Thorough knowledge of policy and its interpretations.
  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Proficiency in use of common desktop / web applications.
  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
