SUMMARY

The Resource Manager is responsible for the management of resources within the Roads & Bridges division. The incumbent will have strong financial acumen, excellent analytical skills, and the ability to effectively manage and optimize resources within the division while working to continuously improve existing systems.


ESSENTIAL DUTIES AND RESPONSIBILITIES

ACCOUNTING AND BUDGETING
The incumbent will:

  • Develop, monitor and manage the division's annual operating budget with input from the division administrator.
  • With guidance from the division administrator, become fluent with pertinent financial regulations and policies to assist with compliance.
  • Work with project managers, the division administrator and engineer to complete the capital budgets.
  • Provide financial forecasts and analyze budget variances to optimize resource allocation.
  • Prepare for and coordinate materials and staff needed for internal and external audits.
  • Respond to corrective actions with input from division administrator and assist with implementation.
  • Reconcile receiving slips and invoicing, prepare purchase requisitions, assign budget numbers, track purchase orders, trouble shoot payment issues.
  • Distribute invoices, calculate fees, and follow up on payment issues.
  • Prepare deposits for submission to Treasurer using standard deposit slip and correct budget information.
  • Code and track invoices for payment, then forward them to the Controller's office for completion of the payment process.
  • Reconcile credit card statements.
  • Manage relationships with vendors, service providers and county offices ensuring that invoices are paid within a reasonable time frame.
  • Order all materials and supplies while maintaining budget parameters.
  • Prepare/approve requisitions.
  • Convey bid specifications, RFP, and procurement items to appropriate departments.
ORGANIZATION AND MONITORING
The incumbent will:
  • Design, implement and maintain the Roads & Bridges database including but not limited to the accounting, 811, asset inventory and field report tables used by the division, making updates as needed and creating workflows and automations to ensure efficiency.
  • Provide training and support to staff on database usage and best practices.
  • Monitor collected data and provide information to leadership upon request.
  • Manage HOP process and payment. Ensure the flow of the permit through the process and maintain communication with other involved staff and the applicant.
  • Provide overall administration of special hauling permits.
  • Manage and sort information submitted to 811 and HOP email accounts and log data as needed into the database. For 811, identify the asset involved and whether an HOP permit is necessary.
OTHER
The incumbent will:
  • Respond to public inquiries and complaints.
  • Provide training and educational needs as required or requested.
  • With input from Division Administrator, County Solicitor, and A&I Director ensure that regulations are followed so that records are retained for the mandated timeframe.
  • Participate in projects as requested within division.
  • Work with other department staff on department wide projects.
  • Provide back-up for administrative assistants as needed.
  • Answer incoming phone calls, some of which are critical in nature.
  • Process incoming mail for the division.
  • Compose correspondence and other complex communication.
  • Serve as the point person for mailing, ordering, equipment, invoicing and billing for Roads & Bridges.
  • Inform Payroll and Human Resources of updates to status for personnel such as sick leave notifications.
  • Coordinate insurance claims.
  • Be willing to learn independently and ask questions; enthusiasm for engaging in new unfamiliar tasks.
  • Be flexible with respect to changing assignments and ability to prioritize and remain organized.
  • Identify, examine, and make recommendations for new technological systems to help improve efficiency for various processes.
  • Collaborate with others to identify, learn, engage in, execute, and help refine processing procedures for funding management, contracts, invoicing, communications / reporting, and schedule management
  • Develop and edit standard operating procedures in division.
  • Develop and maintain documentation and additions to the database to serve as a reference for staff and management pertaining to projects, roads, bridges, and culverts.

QUALIFICATION REQUIREMENTS

  • Bachelor's Degree.
  • Experience working within a construction related field and/or accounting a plus.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong organizational and project management abilities.
  • Effective communication and interpersonal skills.
  • Computer literacy, including MS Office Suite required; advanced systems, cloud-based software experience preferred. Systems change over time but currently include: Excel, Airtable, Infor, Google Earth, GIS, Canva, Teams, Open Gov, ECMS.
  • A valid driver's license and a satisfactory driving record.
