Strategic Sourcing Specialist

Basic Function

HF Sinclair in Eldorado, Kansas is seeking a Strategic Sourcing Specialist to act as an integrated business partner who facilitates an organized and collaborative approach to leveraging targeted spend across the location(s) with selected suppliers that are best suited to create enabling value. Understands business requirements and aids in market analysis, supplier identification, sourcing, evaluation, negotiation, selection, and drives continuous improvement with the existing supplier base. Ultimately, develops procurement agreements, ensuring work is conducted to achieve the greatest overall benefit to the Corporation. May direct or lead the work of others from time-to-time.

Job Duties

Stakeholder Engagement and Collaboration:



  • Build strong relationships with internal stakeholders by understanding their strategic and tactical business needs/goals.
  • Partner with affected stakeholders to develop holistic strategies and submissions to company Supply Chain Committees


Market Research and Analysis:



  • Leverage spend intelligence, benchmarking, industry and trade publications, and other analytical tools to conduct market research and identify potential suppliers
  • Prepare and present regular reports on sourcing activities, cost savings, and supplier performance


Procurement and Sourcing:



  • Solicit bids for procurement agreements and projects over company bid threshold.
  • Apply should-cost modeling and analytical tools to augment decision-making, negotiation, supplier selection, and management


Supplier Selection and Relationship Management:



  • Discuss proposed suppliers with requisitioners, investigate to determine actual needs, and participate in supplier qualification and performance audits
  • Maintain positive business relationships with suppliers


Negotiation and Contract Management:



  • Negotiate terms and conditions, hourly labor/equipment rates, mark-ups, and prices with suppliers to achieve the best possible outcomes for the company
  • Perform after-action reviews on significant projects to measure supplier performance, compare to benchmarks, document non-conformance or improvement areas


Performance Monitoring and Reporting:



  • Audit and monitor supplier capabilities, performance, costs, and adherence to terms and conditions.
  • Develop and maintain procurement dashboards and metrics.

Experience

A minimum of 4 years related experience in procurement, supply chain management, strategic sourcing, finance or operations management is required.

Preferred Experience:

A C.P.M (Certified Purchasing Manager) or other, equivalent procurement certification is preferred.

Education Level

A minimum of a Bachelor's Degree in Business Administration, Supply Chain Management, or a related field. Each year of experience over two in procurement or inventory control may be substituted for one year of education (10 years total experience required w/o education).

Required Skills

The ideal candidate will demonstrate proficiency in procurement systems with a strong knowledge of contract administration and purchasing. Advanced reading and writing skills are required to ensure clear and effective communication. A proven history of navigating complex negotiations to achieve mutually beneficial outcomes while meeting critical business needs and fortifying relationships are crucial. Bias for action and strong project management skills are required to manage multiple priorities and meet deadlines. Basic computer skills, including proficiency in Microsoft Office Suite, particularly Excel, and familiarity with data analysis tools, are essential. The ability to organize and analyze data, lead teams, and perform intermediate mathematical calculations is also necessary.

Supervisory/Managerial Responsibility

May fill in for departmental manager. May lead Buyer(s) in prioritization of activities and development within respective categories/departments.

Work Conditions

Office based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions. May be required to work extended hours and regularly exposed to outside weather conditions and varying road conditions.
