SUMMARY

Reporting to the Department Director, the Deputy Director is responsible for a multi-disciplinary scope of work managing the Montgomery County Department of Assets & Infrastructure (A&I). Comprising a staff of 240, A&I is an operational department that manages the County's physical assets and infrastructure, including 75 miles of roads, over 125 bridges, over 600,000 square feet of office space, 6,000 acres of open space park lands, six historic sites, five parking facilities, the County's vehicle fleet, multiple pieces of major equipment, and over $450 million of new construction projects currently underway. Supported by a team of divisional managers, the incumbent will work to manage the department, coordinating operations, and, under the direction of the Department Director will be responsible for administration of human resources, purchasing, information technology, and budget and finance.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Along with the A&I Director, manage the operations of the Department of Assets and Infrastructure.
    1. Organize, supervise, and direct administrative procedures including but not limited to purchasing, human resources, information technology, budget and finance.
    2. Assist with oversight for planning, implementation, and management of $450 million worth of construction projects, including direction and facilitation of the Capital Projects Program. Director's project management activities
    3. Oversee hiring, supervision, employee policies, and terminations for the department, assisted by Divisional Administrators.
    4. Facilitate work across A&I divisions, assisting Administrators with operations and projects in Public Property, Roads & Bridges, Capital Projects, and Parks, Trails, and Historic Sites.
  • Continue and expand the development and adoption of standard operating procedures, assimilating County processes and best practices.
  • Manage the organization of regulatory processes related to federal, state, and municipal review and approval processes.
  • Communicate across multiple internal and external entities, including direct contact with elected officials, public constituents, and contracted resources.
  • Directly participate in County governance procedures, including on-record roles during public meetings and development of fluency with requirements and process.
  • Identify, examine, and make recommendations for new technological systems to help improve efficiency for various processes.
  • Coordinate, with direction from County finance office and with direct facilitation by division Administrators, department budget requests and manage expenditures throughout year.
  • Cooperatively work with County departments and stakeholders at the direction of County management to implement County initiatives.

QUALIFICATION REQUIREMENTS

  • Bachelor's degree required; advanced degree strongly preferred.
  • Minimum 7 years' experience directly managing some combination of the following (minimum three) required: construction project management, financial accounting / budget (municipal environment a plus), facilities maintenance and capital planning, open space, civil infrastructure, operations, strategic planning, information technology, logistics, fleet, procurement (including contract enforcement and negotiation).
  • Excellent written and oral communication skills.
  • Computer literacy required, including MS Office Suite, and such project management platforms as eBuilder, Procore, Primavera, etc., advanced experience with financial and asset management software:
    • Advanced level capability with spreadsheets (Excel, Google Sheets, etc.) required.
    • Fluent understanding of cloud-based software required.
    • Document management system experience preferred.
    • Graphics and communication system (Adobe suite, web editing, etc.) experience preferred.
    • Team / Project management platform (Slack, Teams, Asana, Atlassian, etc.) experience a plus.
  • Ability to interact constructively with wide variety of internal and external personnel.
  • Willingness to learn independently and ask questions; enthusiasm for engaging in new unfamiliar tasks.
  • Flexibility with respect to changing assignments and ability to prioritize and remain organized essential.
