The Director - Licensure & Staffing Partnerships ("Director") leads and manages central office talent management, licensure, staffing partnerships, and school leader and international staffing. This is in service of the district's focus on building leadership capacity and leveraging leaders to improve adult practices and student outcomes. The Director is expected, directly and through staff in their line of supervision, to provide impeccable, proactive, and responsive customer service to staff and candidates.


Essential Functions



  • Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
  • Manages, supervises, develops, and evaluates teams responsible for central office talent management, licensure, staffing partnerships, and school leader and international staffing.
  • Translates human capital strategy into specific, prioritized plans and actions for the team, guiding staff to maintain clear links between their responsibilities, actions, and performance and the Human Capital Office's strategic plan and results.
  • Oversees an innovative, competitive strategy for recruiting a high-performing, diverse, engaged workforce focused on excellence and equity.
  • Creates and monitors an annual calendar of talent management activities, along with shorter-term calendars outlining typical timelines/workflows for team's work.
  • Serves as the district's Licensure Director, implementing all licensure requirements in accordance with Maryland State Department of Education requirements.
  • Develops and delivers materials, tools, trainings, and other professional learning opportunities for team members and district supervisors in a variety of areas.
  • Designs and executes workforce planning strategies to include data collection, analysis, and reporting. Creates and implements strategies and models to understand, assess, and positively impact the current and future talent needs of the organization.
  • Maximizes the number of high-potential, diverse interns who apply for and accept a teacher position upon graduation.
  • Monitors staff satisfaction with the department's work and develops and executes improvement plans to increase satisfaction.
  • Keeps abreast of changes in City Schools' policies, procedures, negotiated agreements, school/student achievement and business function data, performance data and core human capital areas as they relate to delivering quality human capital services to all customers and increasing workforce effectiveness.
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  • Maintains confidential and sensitive information.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.

Desired Qualifications



  • Required: Bachelor's degree from an accredited college or university.
  • Required: At least ten years of relevant professional experience, with a preference for it being in human capital, including but not limited to recruiting, staffing, onboarding, employee benefits, certification, compensation, evaluation, talent development, retention, employee/labor relations, and human capital data and systems.
  • Required: At least five years of experience managing people as a direct supervisor, which may be counted toward the ten-year requirement above.
  • Preferred: Experience working in a K-12 school district or network of schools.
  • Advanced skills in the use of Microsoft Office suite.
  • Experience with human capital systems including application tracking systems (ATS) and human resources information systems (HRIS).
  • Experience with providing customer service to include needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Familiarity with local, state, and federal laws, policies, regulations, and guidelines related to employment, human capital/human resources, and talent management.
  • Ability to objectively analyze data and make and communicate recommendations.
  • Ability to remain flexible in a creative and challenging work environment.
  • Excellent oral, written, and presentation skills.
  • Excellent interpersonal and organizational skills with demonstrated ability to identify, prioritize, and organize tasks to efficiently and effectively accomplish work while meeting deadlines and exercising excellent attention to detail.
  • Ability to work collaboratively with diverse constituencies and convey complicated information with tact and diplomacy.
  • Ability to exercise independent judgment.
  • Ability to develop and maintain strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.

  • Performs other duties related to the essential functions of the position as assigned.
  • Regular evening and weekend work will be required.
  • Local travel to various City Schools work sites will be required and occasional overnight travel.
