Primary Purpose of Organizational Unit |
Created in 2012, the Carolina Higher Education Opportunity Programs (CHEOP) office Comprises the NC Health Careers Access Program (NC-HCAP) and the Upward Bound Program and the McNair Scholars Program (TRiO Programs). Through both NC-HCAP and TRiO Programs, CHEOP Promotes and Maintains Programs, Activities, and Services that Facilitate Access to College, Graduate and Ph.D. Programs, as well as Health Professional Schools for Individuals from Historically Underrepresented Racial and Ethnic Minority Groups, First Generation Status, Rural and/or Low- Income Backgrounds. The Programs under CHEOP Enhance Participants' Academic Performance, Retention, and Personal and Professional Development to Promote Graduation in Secondary and Post-Secondary Education. |
Position Summary |
The Associate Director of the Upward Bound Program and the McNair Scholars Program (TRiO Programs) reports to the Co-Director of Carolina Higher Education Opportunity Programs (CHEOP) and has day-to-day responsibility for overseeing the activities, programs, and operations of the two TRiO Programs: Upward Bound Program and the Ronald E. McNair Postbaccalaureate Achievement Program (McNair Scholars Program). The Upward Bound Program was established at UNC-Chapel Hill in 1966 and annually serves 102 low-income and first-generation high school students, assisting them in building the knowledge, skills, and motivation necessary to ensure success in post-secondary education and lifelong learning. Established in 2009, the Ronald E. McNair Program each year enrolls 26 undergraduate students who are first-generation, low-income, or underrepresented in graduate education, and prepares them for post-baccalaureate study. Key responsibilities of the Associate Director of TRiO Programs include: 1)Strategic planning - The Associate Director generates long and short-range strategies to ensure high quality educational and academic counseling services to effectively serve the needs of high school and college students. 2)Program Development, Implementation, and Evaluation - The Associate Director provides the leadership in developing the Upward Bound and McNair Recruitment Plans and is a member of the Recruitment Teams, provides the leadership in the writing of the DOE Upward Bound and McNair Renewal Grants, drafting of responses for information and justification requests, etc., oversees the planning, implementation, and evaluation of the TRiO Programs administered at UNC-Chapel Hill through supervision of the Programs' staffs and monitoring of programmatic activities and participants. Program Evaluation is an essential responsibility to ensure thorough documentation of achievements and accountability for Programs' outcomes. 3)Fiscal and administrative oversight and fundraising - The Associate Director is responsible for overseeing budgetary matters, including annual budget development, and reporting and day-to-day oversight; developing grant proposals and providing oversight of grants and contracts; fundraising; supervision of administrative and program staff; and oversight of mentor activities. 4)External relations, partnership development, and collaboration - The Associate Director is the TRiO Programs official representative to internal and external constituencies, responsible for developing and maintaining productive relationships with faculty, staff, administrators, and students from affiliated high schools and UNC-Chapel Hill; parents of program participants; alumni and community partners; advisory board members; and local, state, federal, and national groups, and individuals. This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. All CHEOP employees must work six months in the office, prior to being considered for a hybrid work arrangement. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station. |
Minimum Education and Experience Requirements |
Post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent educational or instructional activities related to tutoring, supplemental instruction, or direction of programs that enhance educational experiences of enrolled or prospective students, will accept a relevant Bachelor's degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. |
Required Qualifications, Competencies, and Experience |
-Ability to communicate with diverse audiences, build relationships with a wide variety of partners and constituents, and engage in successful grant making. -Significant leadership experience and achievement in programs that prepare low-income, first-generation, and underrepresented students for college and graduate school. -Sensitive to and deeply understanding of the challenges faced by the programs' students, knowledgeable about higher education at both undergraduate and graduate levels, and passionate in pursuit of the mission and goals of the TRiO Programs. -Managerial, fiscal, and administrative abilities and an understanding of the culture, policies, and procedures typical in high schools and in major public research universities. Some weekend work required. Including attendance at Upward Bound Saturday Enrichment Academy (SEA) Sessions twice monthly from 8:30am-12:30pm. Some travel required with Upward Bound and McNair Scholars. |
Preferred Qualifications, Competencies, and Experience |
-PhD -Experience with TRiO or other similar equity programs and building community partnerships, promoting education and networking skills is a plus. Evidence reflecting successful work with teachers, administrators, community persons, and or counselors. |

Campus Security Authority Responsibilities |
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities. |
