Job Summary

Reporting to the Associate Vice Chancellor- Finance/Controller, the Director of Payroll Services has full authority and responsibility for the disbursement of over $2.1 billion in campus, health system and ANR payroll; is accountable for compliance with the Office of the President's, UC Davis' and Federal and State regulatory agencies' policies, directives and regulations; manages all aspects of employee compensation, payroll labor expense, health and welfare benefits expense, leave accounting. Liaise across the University with key stakeholders to design and enhance payroll, HR, timekeeping and financial systems.

Department Overview

This position serves as a member of the Senior Management within Finance providing the highest quality payroll and financial services to the campus community. This is achieved by facilitating the timely and accurate disbursement of approved employee compensation, satisfying payroll-related employer obligations and tax reporting and ensuring appropriate accounting for campus compensation costs. Oversees policies, procedures, internal controls, UCPath, time keeping, and financial systems, and provides websites, help desks and FAQ functionality to support customer requirements.

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Human Resources or Business related field or, an equivalent experience.
  • Extensive experience in interpreting and applying employment law, federal and state tax regulations reporting requirements and collective bargaining agreements related to compensation, pay components, awards and gifts.
  • Experience managing an operational team responsible for payroll services and labor financial monitoring, reporting, reconciliation and applying financial and internal control policies; external and internal audit practices.
  • Experience with complex interface and data integrity issues with payroll, labor, general ledger, HRIS, time and leave reporting, employee self-serve applications, and automated feeds from internal and outside sources for analyzing labor ledgers and general ledger reconciliations.
  • Knowledge and experience working with GAAP - Generally Accepted Accounting Principles, GASB - Governmental Accounting Standard Board, FASB - Financial Accounting Standard Board, Office of Management and Budget (OMB) Circular A-21, Cost Principles for Educational Institutions).
  • Experience and demonstrated skills with automated and web-based HRMS, Payroll, Financial and Time Reporting systems.

Preferred Qualifications

  • Experience leading large scale change efforts of significant complexity and importance to the campus, including the Medical Center.
  • Skills to communicate effectively in singular or group settings with faculty, senior leadership, staff, students taking into consideration the diversity in social, cultural, professional and educational backgrounds exercising tact and flexibility.
  • Skill to assess organizational needs and job-related demands in establishing priorities, to delegate, and manage multiple projects concurrently, to transition from one activity to another, and to reprioritization as circumstances dictate.
  • Demonstrated skill in articulating development and modification requirements to technicians including input needs, query functionality, interfaces, output specifications, and archival requirements.
  • Demonstrated ability to deliver presentations that are persuasive, informative, and effectual to both large and small audiences using current technology and presentation tools.
  • Analytical skills to exercise independent judgment in problem solving and to remain objective and represent differing points of view.
  • Advanced knowledge of industry best practices; current on all related regulatory requirements; FLSA and recent tax developments. Advanced critical thinking and analytical skills to exercise independent judgment in problem solving, formulate logical conclusions and develop and implement solutions for a wide variety of operational, financial, and employee transactions and services.
  • Organizational skills to achieve timely progress on simultaneous complex projects, while meeting tight deadlines and maintain a high level of productivity.

Work Environment
