Basic Function

HF Sinclair in El Dorado, KS is seeking a Health and Safety Professional. The basic job assignments will include but are not limited to conducting risk assessments, developing safety policies, providing technical safety guidance, leading and supporting incident investigations, championing organizational learning and improvement, partnering with operations / maintenance leaders to achieve and maintain desired workplace safety results.

Job Duties

  • Ensures compliance with all federal, state, and local regulations
  • Ensures a safe environment for employees and the general public
  • Conducts safety knowledge shares as needed / required
  • Provides safety support for refinery projects and turnarounds as needed
  • Maintains compliance regulations, issues hot work and confined space permits and constantly deals with regulatory issues
  • Maintains close contact with assigned areas and locations resolving safety sensitive issues
  • Adheres to strict action plans for changes and implementations
  • Attends Safety meetings, training programs, safety reviews and other meetings as needed to remain current on any changes or upgrades


May perform some or all of the following depending on assignment:



  • Develops, updates and maintains training program, liaising with appropriate staff and management and ensuring all required periodic certifications are maintained including recordkeeping
  • Makes recommendations regarding ongoing training needs for personnel within assigned area / work scope
  • Develops and enhances safety policies and procedures
  • Provides consultation and recommendations for safety, fire protection and emergency response issues
  • Facilitates and / or coordinates safetytraining and assist management with training needs
  • Surveys compliance to Policy and Procedures relating to safety and implements policies and procedures for compliance with OSHA regulations
  • Assists field management with loss control efforts including hazard assessment and control, compliance assessments and establishment of behavioral safety systems
  • Provides Safety Hazard input to HAZOP studies


Special assignments or tasks assigned to the employee by their supervisor, as determined from timeto time in their sole and complete discretion

Experience

A minimum of three years of on the job experience with five years experience working in a refinery or related oil and gas industry field are required.

Education Level

A minimum of a Bachelor's Degree required or the equivalent years of experience in lieu of the degree (four years in addition to the experience requirement) are required.

PREFERRED EDUCATIONAL LEVEL:

Depending on location, specialized training in Industrial Fire Fighting; High Angle Rescue; Hazmat; and EMT, Certifications in CSP, PE, CIH, Hazard Assessment, Air Monitoring, Workers Compensation, Radiation Safety and HAZWOPER are preferred.

Required Skills

The Safety/ER Specialist must demonstrate the following skills: Collaborative behaviors, self-motivation, interpersonal, and open communication skills. Positive attitude and willingness to support the Health, Safety, and Emergency Response team. Demonstrate calmness and courage in emergency events. Knowledge of Life Saving Rules, HollyFrontier Group HSSE, Social Performance (SP), Control Framework, AMS, Code of Conduct, and Plant Standing Instructions with demonstrated ability to intervene as needed with this knowledge. Have regulatory knowledge of Safety and ER along with knowledge of policies, procedures, and practices. This position is expected to demonstrate a high level of honesty, integrity and follow the chain of command in the performance of their duties.

5+ years experience in Plant Production, Maintenance TA, Projects, Safety, or associated Technical Field.

PREFERRED SKILLS:

Experience working in Health, Safety, Environmental, Process Safety or Emergency Response

Knowledge of refinery process and associated equipment

Experience leveraging innovative technology to advance a safety management system or program

Supervisory/Managerial Responsibility

May lead and direct the work of others from time-to-time.

Work Conditions

Office based, field based and, with travel up to 30% of the time by land or air is required. Petroleum refinery, and out-of-door environments, including, but not limited to chemicals, pressure vessels, tanks and rotating equipment, fumes or airborne particles and loud noises and vibrations. Required to work in all temperatures including outdoors and confined spaces. Subject to varying road and weather conditions.

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspection, making precise hand & finger movements, reaching and grasping, lifting and/or carrying 25lbs, pushing and/or pulling up to 15 lbs and climbing up to 50 ft, perceiving color differences, strenuous physical activity and, the ability to wear personal protective equipment (bears not permitted).
