Security Operations Manager

DAS - Facilities Management

Annual Salary Range: $79,726.40 - $94,993.60


Job Summary: The Security Operations Manager oversees the Security Operations Center (SOC), ensuring compliance with security protocols to safeguard county facilities. This role manages security staff and vendors, negotiates agreements, and optimizes performance to align with county policies.

The primary objective is to manage and operate the SOC while overseeing security staff and vendors, ensuring efficient and effective security operations. Additionally, the manager develops and implements security plans, conducts assessments, identifies risks, and collaborates with stakeholders to enhance security measures. The manager also generates and presents quarterly metrics, analyzing staffing, overtime, budgeting, KPIs, and relevant events.

This position ensures a proactive approach to security management, addressing potential threats and maintaining a secure environment for county operations and personnel.

Job Duties:



  • Oversee the daily operations of the Security Operations Center (SOC), ensuring all security protocols and procedures are followed. They will continuously monitor and assess potential security threats and vulnerabilities, utilizing security information and event management (SIEM) systems to detect, analyze, and respond to incidents in real-time. The manager will coordinate responses to security incidents, maintain and update SOC standard operating procedures (SOPs), and prepare regular reports on security incidents and SOC performance. Additionally, they will collaborate with internal departments, external agencies, and security vendors, provide training and development for SOC staff, and ensure all SOC tools and technologies are functioning efficiently.
  • Manage security staff serving as physical security and operations center operators as well as oversee all security vendors. This includes negotiating and completing duties specific to the agreements with the vendors. The manager will make necessary changes and improvements to ensure optimal performance and alignment with county security policies.
  • Aid in analyzing current security opportunities and deficiencies within the Milwaukee County Courthouse complex, Coggs, or any property monitored by the Security Operations Center. They will contribute to the creation and implementation of comprehensive security plans that align with Milwaukee County's vision This will ensure that all identified deficiencies are addressed.
  • Support the development, documentation, and implementation of security policies and procedures for specific county facilities. This includes conducting preliminary security assessments to identify vulnerabilities and risks. The manager will collaborate with occupants, administrative departments, and other stakeholders to enhance security procedures, systems, and operations, ensuring compliance with applicable laws, codes, and regulations. Additionally, the manager will coordinate interdisciplinary teams to plan, organize, prioritize, and schedule projects, analyzing procedures and systems to develop and implement operational improvements.
  • Gather and analyze data related to security operations and vulnerabilities, assisting in the preparation of reports and recommendations for executive staff on security vulnerabilities, risks, operational reviews, and opportunities for improvement. Additionally, the manager will help develop and conduct presentations on security policies, regulations, procedures, and activities, ensuring that complex and potentially controversial information is effectively communicated to diverse audiences.
  • Responsible for developing and presenting comprehensive quarterly metrics. This includes detailed analysis and reporting on staffing levels, overtime, budgeting, key performance indicators (KPIs), and current events that impact or could potentially impact operations. The manager will ensure these metrics are accurately compiled and effectively communicated to executive staff, providing critical insights into the performance and strategic needs of the security operations.



Minimum Qualifications:



  • Current resident of the state of Wisconsin
  • A valid state of Wisconsin driver's license at time of hire and maintained throughout employment.
  • Bachelor's Degree in Criminal Justice, security management, business management, cyber security, Information technology or related field required
  • At least five (5) years of Security management experience
  • At least three (3) years of security supervisory experience, managing and developing a security team.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
  • Intermediate knowledge of in data analysis software (e.g., Excel, SQL) for generating reports on security metrics and performance indicators.
  • Advance knowledge of security-related technologies equipment and technologies.
  • Advance knowledge of software for logging, tracking, and managing security incidents.

  • Delivering culturally competent internal security services for diverse populations.
  • Techniques, methods, and equipment used for physical security.
  • Conducting risk assessment surveys and managing entry control systems, communications, and computerized applications.
  • Understanding regulatory, industry, and technical standards affecting corporate security.
  • Knowledge of civil and criminal laws, standards, methods, principles, practices, and policies relating to protective services and emergency management.
  • Policies and standards for interacting with local, state, and national authorities and agencies.
  • Significant leadership and authority.
  • Above average writing and verbal communication skills
