ORC, a leader in Right of Way services, is looking for a Vice President of Public Sector to spearhead strategy, execution, and growth. This high-profile role is integral to advancing ORC's mission of empowering communities and delivering exceptional project results. The selected candidate will have the flexibility to work from their home office but can expect to travel 30-50% of the time.

What You will be doing:

In this dynamic leadership role, you will report directly to the Executive Vice President (EVP) and oversee Divisional Directors responsible for operational execution across key public sector projects. You'll provide vision, strategy, and hands-on leadership while driving collaboration across multiple functional areas.

Key Responsibilities:

Strategic Leadership:



  • Develop and execute division-specific strategies aligned with ORC's corporate goals.
  • Partner with the EVP and leadership to craft business plans and ensure operational efficiency.
  • Drive the successful execution of projects that meet quality, cost, and timeline expectations.


Team Leadership & Development:



  • Manage, mentor, and empower Divisional Directors and their teams, building a culture of accountability and operational excellence.
  • Partner with People Operations to attract, retain, and develop talent while ensuring succession planning.
  • Promote continuous learning and professional development across the division.


Financial Oversight:



  • Lead division-level budget planning, financial analysis, and resource allocation to achieve profitability goals.
  • Analyze financial data, including project profitability, utilization metrics, and sales forecasts, to ensure alignment with growth objectives.
  • Collaborate on monthly financial reviews and adapt strategies to meet changing business needs.


Business Development & Client Engagement:



  • Partner with the Business Development team to support sales efforts, provide operational insights, and prepare technical project proposals.
  • Build and maintain strong relationships with clients, regulatory agencies, and community organizations.
  • Represent ORC at key client meetings, industry conferences, and marketing events.


Operational Excellence:



  • Define and implement project management best practices, tools, and systems to ensure consistency and quality across all projects.
  • Oversee compliance with federal and state regulations (e.g., Uniform Relocation Act, DOT guidelines) and ensure QA/QC processes are robust and effective.
  • Provide technical expertise and guidance on complex projects, collaborating with Directors to overcome challenges and meet deliverables.

What we are offering:



  • Excellent base salary: $175,000-$220,000

Minimum requirements:



  • Bachelor's degree in Business Administration, Engineering, Project Management, or related field (Advanced degree preferred)
  • 8-10 years of leadership experience in operational management, ideally within the Public Sector or Right of Way industry
  • Proven success managing complex project portfolios ($15M+), including budget oversight and financial reporting
  • Experience working with public agencies and managing compliance with federal and state regulations (e.g., Uniform Relocation Act, DOT guidelines)
  • Must be proficient with MS Office Suite, specifically Excel, Word, Outlook, and Dropbox
  • Must have an iOS or Android smartphone to be able to access ORC's systems
  • Valid Driver's License

Physical Requirements: While performing the duties of this job, the employee is regularly required to clearly communicate and exchange information in person, via phone and email. Substantial repetitive movements of the wrists, hands and/or fingers due to high computer usage and typing. Expected to spend long spans of time in front of a computer screen. Able to read, understand and interpret department related documents and data. The employee is required to move about inside the office to access files, office equipment and to interact with other members of the staff. This role requires the employee to occasionally travel to meet with clients or vendors which involves time driving; sometimes for long durations. While meeting with clients and vendors, will need to be outdoors traversing different types of landscapes. May be exposed to the elements (heat, rain, snow, cold).
