Summary Statement:

This position serves as the recruiting resource for IDA's talent acquisition function by supporting the

Deputy Director, Talent Management and Workplace Culture with the design and execution of outreach, engagement and recruitment efforts for assigned client groups and/or vacancies. Works with Deputy Director, Talent Management and Workplace Culture to support IDA's diversity outreach initiatives. Proactively sources passive candidates to build a talent pipeline for current and future hiring needs.

Primary Responsibilities:

1. Works with Deputy Director, Talent Management and Workplace Culture and/or Hiring Managers to understand organizational needs to design an effective recruiting strategy to attract highly qualified talent.

2. Partners with hiring managers and HR Business Partners to understand their recruitment needs and develop tailored hiring strategies for assigned vacancies. Provides regular updates on recruitment progress and candidate status.

3. Stays updated on industry trends, labor market conditions, and competitive landscape to make informed recruitment decisions and advise on best practices.

4. Prepares and posts job advertisements to IDA's careers website and other sources to ensure for broad and varied exposure.

5. Reviews resumes, conducts initial phone screens, and assess candidates' qualifications and experience for assigned vacancies. Provides detailed feedback and recommendations to hiring managers and HR Business Partners. May conduct interviews and reference checks.

6. Partners with the HR Business Partner to develop offer files for review and approval; may consult with hiring Director in HRBP's absence.

7. Develops and executes proactive and effective outreach and engagement recruitment strategies to identify passive candidates in order to build a talent pipeline.

8. Tracks conversion rates, including number of passive candidates that turn into applicants, selected for interviews, receive offers and are hired. Communicates progress and effectiveness of sourcing strategy and recommends changes if necessary

9. Develops and implements effective sourcing strategies and recruiting technologies to attract qualified candidates. Utilizes various platforms including job boards, social media, and networking events to build a diverse talent pipeline.

10. Ensures recruitment processes comply with legal and organizational standards. Maintains applicant tracking data for reporting purposes and coordinates the preparation of the annual IDA Affirmative Action Reports for SAC and STPI.

11. Participates in developing and updating employment related procedures supporting various processes including applicant tracking system(s), compliance requirements and performance metric development and reporting.

12. Manages IDA's Academic Recruiting Program to include identifying virtual or in-person recruiting activities, participating in career fairs, updating appropriate databases and requisitions with students resumes collected.

13. Manages the Summer Associate program to include recruitment and selection of Summer Associates, as well as program activities throughout the summer such as training, team building events, socials, briefings with senior leadership, etc.

14. Manages the relocation program. Manages relocation vendors, maintains deep knowledge of relocation policy and procedures, assists new hires with relocation questions, interfaces with Finance to ensure smooth administration of the relocation benefit for newly hired staff.

15. Performs other duties as assigned.

Minimum Qualifications:

* Bachelor's degree in Human Resources or relevant field is required.

* Minimum of five or more years relevant work experience; emphasis on technical recruiting and experience in implementing Diversity or AAP Programs is preferred.

* Proven ability to source, screen, and recruit high-quality candidates.

* Strong interpersonal and communication skills, with the ability to build relationships with candidates and hiring managers.

* Excellent organizational skills, keen attention to detail, and strong work ethic.

* Ability to handle multiple priorities and operate effectively under deadlines in a fast-paced environment.

* Familiarity with applicant tracking systems (ATS), various on-line job boards and platforms, and HR software. Proficiency using Microsoft Office applications; knowledge of Outlook and scheduling.

* Experience with Talent Sourcing tools and methods.

* Basic understanding of HR operations and practices; S/PHR certification preferred.

* Ability to obtain and maintain necessary security clearances.
