Position Summary
This Project Controls Specialist (PCS) is a cost focused position and assigned to the Regulated & Renewable Energy ? Carolinas Regulated Renewables ? Regional Services Team based at Cowans Ford Hydroelectric Station in Stanley, NC. The PCS-II will be responsible for up to 25 projects in the Hydro East, Lake Access and Centerline organization.

Project Controls Specialist Il (PCS-Il) is a position responsible for initiating and completing routine aspects of project control assignments including complex aspects of estimating, change analysis and cost control. Therefore, the PCS-Il is an essential member of a project team. PCS-Il supports Project Managers and Business Unit Managers on varying ranked projects in accordance with Project Management Center of Excellence (PMCoE) assignment criteria. *

The PCS-Il is responsible for performing various aspects of project control assignments using prescribed methods and tools.

The position is considered to have advanced acumen in project controls principles and requires a higher level of cognitive comprehension and application. It requires proficient use, understanding and application of project controls principles and associated project controls software tools.

This team typically works Four 10s or Four 9s and One 4. Thursday must be onsite at Cowans Ford Hydro (Stanley, NC), 1 other onsite day required. That other day could be at other sites in the surrounding area. The farthest site is 2.5 hours away from Cowans Ford. Mileage to sites beyond the primary site is able to be expensed.

Responsibilities
Generation of Periodic Project Controls Reporting. Provide leadership in development and generation of daily, weekly, monthly and quarterly project controls reports.Responsible for gathering, verifying, validating and analyzing data in support of project controls reporting.Responsible for distributing and archiving project controls reports as appropriate. Provide presentation quality reports and be available to present if needed to project team/management team.

Perform Change Control. Track, trend and initiate action for changes to the project scope, schedule and cost. Analyzes change requests, gains, approval, and distributes change requests in a manner compliant with internal governance, standards and procedures. PCS-Il comprehends necessary changes and applies appropriate rules established for change control associated with contract terms and conditions.

Project Controls Benchmarking and Self Assessment Initiatives. Leads assigned benchmarking and self assessment initiatives relevant to project controls functions. Summarizes and communicates improvement opportunities, formulates adoption of Company and Industry best practices, incorporates actions to address gaps in performance.

Expertise in Project Controls Methodologies. Understands and can interpret project schedules to determine impacts cost. Aids Project Managers (PMs) in Work Breakdown Structures (WBS) development, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Tracks and reports project status performs variance, earned value and critical path analyses at a level appropriate for the project.

Create and Maintain Project Estimate. Work with Project Managers to create project cost estimate to establish effective cost controls management. Assure that project estimate includes all necessary raw materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope. Manage the estimate according to PMCoE Estimating Standard and review cycle.

Effective Team Participation. The PCS-Il is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and completes assignments (proposals, project tasks, reports, etc.) as negotiated. Displays proficiency in conflict resolution and reaching win-win outcomes among team members.
