Background Dexis Consulting Group (Dexis) implements the Guatemala Justice and Transparency Project as a contractor for the United States Agency for International Development (USAID). The Project has as its primary objective the strengthening of security and justice sector institutions to more effectively and efficiently investigate, prosecute and adjudicate crime to reduce corruption and impunity in Guatemala. Objective Throughout the implementation of justice projects, USAID has promoted best practice exchanges between Guatemalan officials and police investigation experts from the United States. Currently, USAID's Justice and Transparency Project is working to support various governmental internal investigation units that can initiate and learn about successful and efficient anti-corruption practices. The Houston City Police sheriff's office and internal affairs units in Harris County, Texas, are important examples of effective internal investigation practices. Moreover, these offices have welcomed visitors for study tours which allowed representatives of Guatemalan law enforcement agencies to observe, learn, and then apply best practices in the Guatemalan police's internal investigation groups. As part of ongoing support to newly established probity offices, the Justice Project aims to coordinate another study tour to Harris County to learn about best practices and their potential application in Guatemala. Furthermore, the project hopes to learn more about how these law enforcement agencies have been successful in addressing other types of crime relevant to the project, just as extortion, migrant smuggling and other crimes committed by Central and South American gangs.
