JOB TITLE: Technical Writer/Program Analyst

GOVERNMENT AGENCY: DHS USCIS TASS

POSITION INFORMATION: Full time

LOCATION: Remote

POSITION TIMING: Position requires candidate to obtain a DHS Suitability/Public Trust clearance prior to starting employment; Clearance process can take 4-8+ weeks to complete.

Responsibilities

    Troubleshooting issues with the Budget Management Tool (BMT)
  • Lead release planning review process for the release cycles
  • Led testing efforts
  • Draft testing packets, creating test scenarios in the Staging environment
  • Provide support to the BMT Working Group members
  • Train BMT field users on new functionality and provide technical support when asked
  • Communicate technical requirements and production issues with the developers for remediate and can test functionality for verification
  • Create technical documents and manuals to explain complex business performance and forecasting information in a clear and concise manner
  • Work with analysts, IT personnel, and Economists to ensure document accuracy of the data base descriptions, functionalities, processes, and requirements, including but not limited to new Database Reporting Tool and other business analysis tools and model
  • Develop training materials/manuals that provide instruction regarding the use of automated budget and staff management tools
  • Update materials/manuals within five (5) business days from the time the changes are communicated by the COR and/or tool developers
  • Develop instructional guides for training instructors for both web training and in person training


Qualifications

REQUIRED SKILLS/EXPERIENCE:

  • At least five (5) years' experience in the field of technical writing that demonstrates excellent oral and written communication skills, and experience planning developing, organizing, writing and editing operational procedures and manuals; producing electronic documentation that meets USCIS standards for compliance; analyzing documents to maintain continuity in style of the content; and managing updates and revisions to technical documents. (Formal education in an IT and/or analytical field such as statistics, mathematics, business forecasting is desired.)
  • Strong skills in: MS Project, Excel, Visio, PowerPoint, and Word

REQUIRED EDUCATION/CERTIFICATIONS/LICENSES:

  • Bachelor's degree, required

DESIRED SKILLS/EXPERIENCE:

  • Advanced degree, strongly preferred

WORK ENVIRONMENT AND PHYSICAL DEMANDS: Candidate must be able to function in general office environment.
