The Position
Sr. Estimating Manager, Design & Construction Department Main Purpose of the Position: Develop and coordinate the development of conceptual estimates for varied project types ranging in value from $1M to $10M and large projects ranging from $10M to $4B. Develop cost alternative solutions, and assist the project team in preparing and managing estimates throughout the funding phases as defined by the Roche Engineering Manual. Leads the development of capital/expense forecasting for assigned projects in support of annual and multiyear capital planning. The Sr. Estimating Manager performs independently and without appreciable direction. Exercises independent judgment in methods and techniques for obtaining results. Serves as consultant and advisor to internal management and other departments within the Genentech organization. Responsibilities: The responsibilities for this position may include, but are not limited to:
Work on the Genentech South San Francisco campus minimum three days per week. Develop and coordinate conceptual ROM estimates to support initiation phases of new projects. Ability to work conceptually with minimum information. Capable of producing from a blank sheet of paper a conceptual estimate covering the phases from project initiation through to final project close out; identify major phases through that timeline and be able to discuss major cost contributors. Knowledge of system start up sequences and major dependencies. Prepare preliminary estimates and studies during the pre-construction phase, monitor design development cost trends in order to detect overruns and potential problem areas. Lead estimating efforts throughout the project lifecycle, supporting estimating needs as design progresses and through buyout and contractor pricing evaluation and negotiations, and/or scope changes warranting estimating support.
At the completion of the project, develop and ensure recording of the project's historical cost information in the company database, and "lessons learned" for future use. Develop, lead and contribute to ongoing benchmarking activities, developing the data into highly usable benchmarking for future projects Interface with external cost consultants and general contractors, subcontractors and suppliers and evaluate proposed estimates. Develop cash flow forecasts for large projects Understand South San Francisco permit fee and impact fee structure. Understand how public municipalities and public utilities work and affect construction. Working with multiple cross functional groups in order to understand the total owner costs of a project. Understanding of how LEED and Fitwell certification can affect construction costs Participate in the value engineering process. Keep and effectively utilize historical records of project costs. Analyze change orders for cost impact. Plan and facilitate risk identification and mitigation plan sessions for large projects. Meticulous attention to detail in reviewing documents, specifications, and calculations Perform Monte Carlo simulations and use other appropriate tools to perform risk simulations/analyses on project estimates to provide risk management with an overall perspective of the risks inherent in a facilities management role in a large Biotech manufacturing and Research and Development site such as the Genentech, Inc. South San Francisco campus.
Requirements:
Bachelor's degree in Engineering, Construction Management, Building Construction or similar is preferable or applicable experience. A minimum of 10 years of estimating experience in the construction industry. Proven track record of successfully estimating projects in the pharmaceutical, industrial, or infrastructure sectors, with project values ranging from $1 million to $4 billion. Understand mechanical, electrical, process piping / equipment and owners cost estimating & schedule requirements and coordinate input with the project team with timely and professional presentations. Ability to conceptually visualize and quantify project requirements. Knowledge of building construction, materials, systems, market conditions and trade practices; some general project management experience and scheduling knowledge would be an advantage. Excellent collaboration skill is required. It is an advantage to have experience with laboratory and/or manufacturing projects. PMP certification is a plus. Lean green belt, six sigma and scrum certification is a plus. Knowledge of how to benchmark projects at different levels of detail and how to use that data. Advanced Microsoft Excel and Google Suite skills. Proficiency in estimating software such as Bluebeam, Procore, Sage Estimating, On-Screen Takeoff, or Trimble. Certification by AACE is preferred.
The expected salary range for this position based on the primary location of California is $115,200 - $213,900 USD Annual. Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.
