The National Systems Group serves as the technical advisor to the Intelligence Community and its mission partners involved in the collection and distribution of national and tactical intelligence, including electronics programs, advanced technologies, ground and communications, imagery programs, and systems engineering and launch.

We are seeking an Acquisition and Programming, Planning, Budgeting and Execution (PPBE) Expert (Project Engineer/Sr. Project Engineer-Systems Engineering) to help implement and drive NGA's Program Executive Office (PEO) construct. This PPBE Expert will ensure consistent acquisition and program management is conducted within the formal processes as outlined by policy and directives. You will use your breadth of knowledge across the government acquisition community to work with NGA acquisition professionals to ensure the agency is able to deliver new capabilities faster to outpace our adversaries and maintain the technological advantage. You will be responsible to senior NGA officials for the development of programs and the acquisition of services necessary to achieve the NGA mission objectives. You will also conduct oversight and advise executive level management on both Acquisitions and Programming, Planning, Budgeting and Execution (PPBE) across the Agency.

Work Model

This is a full-time position based in Springfield, VA, which requires 100% onsite work.

What You'll Be Doing

  • Advising Senior NGA leadership and PEO leadership on day-to-day activities related to Agency acquisition programs and PPBE processes.
  • Conduct technical analysis of lifecycle acquisition programs and processes to enhance efficiencies, improve program oversight, identify improvement areas and develop technical solutions for resolution.
  • Conduct systems studies and analyses that support technical, programmatic, and organizational decision-making on a variety of acquisition and modernization projects.
  • Evaluate program cost and schedule to avoid unrealistic contract awards and ensure all parties have the correct skills to successfully execute programs.
  • Present programmatic data and technical status of programs to senior leadership.

What You Need to be Successful

Minimum Requirements for Project Engineer-Systems Engineering

  • Bachelor's degree in engineering or an appropriate technical discipline
  • A minimum of 8 years of progressively more responsible experience.
  • Knowledge of DoD or IC budget programming, and mission requirements.
  • Ability to organize, assemble and lead small- or large-scale teams from ETG and potentially other program offices in response to customer requirements.
  • Professional and technical communication skills such as writing technical documentation, status reports, and algorithm description documents,
  • Authoring presentation charts and presenting to an audience.
  • This position requires a current and active TS/SCI security clearance and polygraph, which is issued by the US government. U.S citizenship is required to obtain a security clearance.

In addition to the above, Senior Project Engineer- Systems Engineering requires the following:

  • A minimum of 12 years of progressively more responsible experience
  • Have an in-depth understanding of the PPBE process and experience working directly with an acquisition authority.
  • Experience working with NGA or NRO Acquisition programs.

It would be impressive if you have one or more of these:

  • Advanced degree in engineering or an appropriate technical discipline.
  • DAWIA acquisition or PMP certification
  • Demonstrated ability to lead mixed government, SETA, and FFRDC teams in technical, architecture, strategy, and systems engineering projects and tasks.
  • Desire to work in a team-based environment but can also execute tasks with little to no supervision.
  • Program Executive Office experience working directly with government personnel.
  • Experience working within the intelligence community and advising senior officials.
